China's Textile Industry: Development and Outlook
- Jan 06, 2017 -

The ITMF (International Textile Manufacturers Federation) Textile Machinery Workshop & Dinner 2016 was held on April 18 in Milan. Mr. Sun Ruizhe, vice president of China National Textile and Apparel Council headed a Chinese delegation of 20 people presented at the event. During the event, Sun Ruizhe delivered a report titled "China's Textile Industry: Development and Outlook", which aroused wide attention and recognition of the participants and industry insiders.

Live in the present. The report reviews the development of China's textile industry from five angles including production, consumption, investment, export and brand. The production of main products grows steadily but at slower pace; the clothing consumption maintains a growing momentum and consumption has become an important driver for the development of textile industry; the investment of the industry grows steadily with the money mainly invested in "replacing manpower with industrial robots" and in Xinjiang; China's exports of textiles and garment dropped in 2015 due to RMB appreciation, weak demand on global market and scattered orders; Chinese textile and apparel brands still have a long way to go to catch up world famous brands in terms of value and structure, etc.

Get a clear view of the current situation. Sun Ruizhe analyzed the six "new situations" faced by China's textile and apparel industry. First, the industry is facing the challenges of cut-throat competition and slump market. Under the background of weak demand on global market, the traditional advantages of developed economies such as European countries and the United States as well as the rapid development of emerging economies such as India and Vietnam have led to a more intensive competition of the world textile circle. Second, sourcing landscape becomes gradually scattered. Over the past few years, China's share of US, EU and Japanese imports has been declining, the global sourcing landscape has become decentralized. Third, the dividend of globalization is diluting along with increasing number of regional trade agreement. Four, the situation of domestic market has changed. It is shifting focus from product to experience, descending from urban market to town market and shifting its basis from Pareto economy to long-tail economy. Fifth, the online economy is booming. The huge Internet scale has offered big market potential and innovative platform to the textile industry. New business modes and new types of business such as D2C and C2B and sharing economy are emerging. Sixth, the market potential is enlarging. The income growth, the progress of urbanization and the emergence of a high- and medium-income class will bring huge opportunities to the development of textile industry.

Sun points out the three main drivers for the development of textile industry: policies including domestic and international policies; business modes; and technologies, especially revolutionary technologies.

Map out future plan. Mr. Sun also introduced the four development paths of China's textile industry in the next five years: restructuring, technological innovation, green development and brand construction. He said that restructuring should start from optimizing product structure, enterprise structure, industry structure and regional structure, so as to diversify product variety and improve product quality; encourage enterprises to become either bigger and stronger or more professional, expertized and specialized; promote the synergetic integration of fashion industry, manufacturing industry and emerging industries of strategic importance, and coordinate the development between at home and abroad, between coastal areas and inland areas. He also stressed that technological innovation should attach importance to improving innovation system and building up basic competence; developing new textile materials and improving quality and function of products; promoting intelligent manufacturing step by step, realizing Internet + Textile; optimizing human capital and setting up multi-level talent cultivation system. As far as green development is concerned, he suggested promoting green manufacturing technologies based on environment protection, low-carbon and energy-saving and fiber recycling; and promoting the practice of CSR to forge a green supply chain.

Mr. Sun also suggested strengthening brand construction through enriching the connotation of brand with creative ideas, consolidating the foundation of brand with product quality and extending brand influence with marketing channels.
